No decisions on applications filed by asylum seekers from Lebanon for now

The European Commission has decided to extend the Temporary Protection Directive (TPD) until 4 March 2024. This means that Ukrainians and refugees with a permanent residence permit or asylum permit in Ukraine are entitled to one more year of residency in the Netherlands.
Everyone who comes under the TPD is entitled to reception, medical care, education for minors and the possibility to work. The directive can be extended once more for the period of one year. The temporary protection will end when the maximum period has expired or safe return to Ukraine is possible.
In total, around 6600 refugees with a nationality other than Ukrainian are registered in the Personal Records Database (BRP). A large portion of this group has a temporary residence permit in Ukraine, for example for work or study. They no longer come under the directive after 4 March 2023. Refugees with a permanent residence permit or asylum permit do keep their right to protection.
The Dutch Council for Refugees has been asked to provide information to third-country nationals who will no longer come under the directive. They will be informed about the expiry of their protection, about the support they will receive for return to their country of origin and about the options to apply for residency in the Netherlands in another way. Because of the pressure on the asylum system, it is the aim that the application process does not go via Ter Apel for third-country nationals choosing to have their asylum application processed. The IND is still fleshing out this process.
Residence endorsement stickers are currently being issued to refugees from Ukraine on three locations in the Netherlands. They use this sticker to demonstrate that they come under the directive. After 1 November, this process will be continued from one fixed location in Amsterdam. This is where, for example, refugees who come to the Netherlands after 31 October 2022 and children who turn 14 years old can make an appointment for a sticker in their residence document.
