Pilot to complete last year of vocational training in the Netherlands

The residence permit for incoming mobility MBO4 is a pilot project. These requirements apply to you and your educational institution.

• You meet the general requirements that apply to everyone.
• You are 18 years or older.
• You are following a fulltime programme at vocational education level 4.
• You have obtained a score of at least 4.5 on a test of the International English Language Testing System (IELTS). Or you have been educated in English before.
• The educational institution is a member of  the Code of Conduct for incoming mobility MBO4, and is included in the corresponding register.
• The educational institution is a sponsor recognised by the IND.
• The application for a residence permit comes under the criteria in Article 8.1 of the Code of Conduct Incoming Mobility MBO4  (only available in Dutch: Gedragscode Inkomende mobiliteit mbo-4).

  • Positive decision: you will get an MVV and a student residence permit.
  • Negative decision: you will not get an MVV or student residence permit. You can  object against this decision.

• 7. Collect MVV and travel to the Netherlands open minus

  You can travel to the Netherlands with the MVV. You collect the MVV at the Dutch representation that is filled in on the application form.

  The MVV is valid for 90 days.

  Make an appointment at the Dutch representation to collect the MVV.

  Valid passport required

  When the Dutch representation places the MVV in your passport, your passport must be valid for at least another 6 months.

  Biometrics

  You must have your biometrics taken when you collect the MVV. You must take 1 new passport photo with you. You will also provide your signature and have your fingerprints taken.

  When your student residence permit is ready at the IND desk, your educational institution will receive a letter. You must make an appointment to collect it. Make an appointment to collect your residence document.

Your educational institution must notify the IND of changes that have consequences for your residence permit. This also applies to changes that have consequences for recognition as a sponsor. The IND must be notified of a change within 4 weeks. Will the address change where the records of the educational institution are kept? In that case your educational institution must notify the IND within 2 weeks. Your educational institution must use this notification for study under the pilot 'incoming mobility MBO4' (only available in Dutch):

• TB test

  Did your educational institution indicate at the time of the application that you will take a TB (tuberculosis) test? Then make an appointment with the public health service (in Dutch: Gemeenschappelijke Gezondheidsdienst or GGD). Do this within 3 months after you have received the residence permit. Take with you to the appointment:

• Working with the residence permit

  It says on the back of your residence permit whether you are allowed to work. On your residence permit, it says in Dutch Tewerkstellingsvergunning (TWV) vereist voor arbeid van bijkomende aard, andere arbeid in loondienst niet toegestaan (Work permit required for additional work, other work in paid employment not allowed).

  Working in paid employment

  You may work in paid employment if your employer has a work permit (TWV) for you. If you want to work, then you must choose between: fulltime for no more than 16 hours a week or fulltime in the months of June, July and August.

  The Netherlands Labour Authority (in Dutch: Nederlandse Arbeidsinspectie or AI) checks whether your employer has a TWV. And whether you do not work more than allowed. What if you work more than is allowed without a TWV? The Dutch Labour Inspectorate will report this to the IND and give your employer a fine. In this case, the IND will contact your educational institution.

  Working as a self-employed person

  You are allowed to work as a self-employed person as long as you still meet the requirements for the residence permit. You do not need a TWV and you may work as much as you want to as a self-employed person. You do need to register with the Chamber of Commerce (in Dutch: Kamer van Koophandel or KvK) and pay taxes. You may also need to arrange for Dutch healthcare insurance.

  Traineeship

  You are allowed to do a traineeship if your traineeship is part of your programme. Then a TWV is not needed. For information, visit the website of the Netherlands Organisation for International Cooperation in Higher Education (in Dutch: Nederlandse organisatie voor internationalisering in onderwijs or Nuffic).

• Legal obligations

  Your educational institution has as a recognised sponsor for study purposes an obligation to provide information, an obligation to keep records and a duty of care. If you are a student, you only have an obligation to provide information.

  The IND checks whether you meet your obligations. If you do not, you may get an administrative fine.

• Validity of the residence permit

  The residence permit is valid for 12 months at most. The residence permit cannot be extended.

• Type of residence permit

  The residence permit is type I, temporary regular residence permit.
